JAL’s US incidents prompt unannounced inspection by Japan’s safety watchdog

A recent JAL aircraft runway incursion at San Diego prompted an unannounced inspection by the Japan Civil Aviation Bureau at the airline’s Haneda Airport office. The inspection took place on February 13, 2024.

The incident involved flight JL65 bound from San Diego to Tokyo Narita. It happened at 12:12PM on February 6, 2024, when the Boeing 787-8 operating the flight (JA836J) crossed the hold short line of runway 27’s B10 intersection. The aircraft was instructed to hold short of the runway at B8 intersection. As a result of the incursion, a Delta Air Lines A220 arriving from Seattle had to perform a go around.

A similar incident took place at around 9:40AM on November 5, 2023, on flight JL68 from Tokyo Narita to Seattle operated by a Boeing 767-300ER registered JA619J. After landing on Seattle Airport’s runway 16R, the crew crossed runway 16C without the clearance to do so.

The JCAB visit came in the shadow of JAL’s January 2, 2024, accident at Tokyo Haneda and administrative guidance JAL Engineering received from the bureau in December 2023 due to deficiencies in the company’s processes.
