
On June 11, 2024, Japan and Luxembourg signed the “Agreement between Japan and the Grand Duchy of Luxembourg for Air Services,” establishing a legal framework for the operation of scheduled air services between the two countries. The agreement has been signed after negotiations that started in September 2023 and an agreement in principle reached in January 2024.
The agreement was signed in Tokyo by Yoko Kamikawa, Japan’s Minister for Foreign Affairs, and Xavier Bettel, Luxembourg’s Vice Prime Minister, Minister for Foreign Affairs and Foreign Trade, and Minister for Development Cooperation and Humanitarian Affairs.
According to Japan’s foreign affairs ministry, the agreement “stipulates basic principles for determining capacity, principles and procedures concerning tariffs, exemptions from taxes and other charges concerning fuel and other items used by aircraft, and ensuring measures for air safety and security.”
While there are no passenger flights between the two countries at this point, Luxembourg’s cargo operator Cargolux serves Komatsu.
